  1. The Bosnia and Herzegovina and Federation of Bosnia and Herzegovina, through the Sub-agreement with Bosnia and Herzegovina has received a Loan Agreement from the International Bank for Reconstruction and Development – IBRD towards the cost of Real Estate Registration Project, Additional financing, and intends to apply part of the funds to cover eligible payments under the Contract for REC and LR system further development and upgrade in accordance with the ICT Strategy

2.     The Federal Administration for Geodetic and Real Property Affairs now invites sealed Bids from eligible Bidders for deliver of system design and software development (for katastar.ba and E-grunt) and establishment of the integrated Real Estate Cadastre and Land registry systemin Federation of Bosnia and Herzegovina at the test locations of 3 cadastre offices and land registry offices, Federal Administration for Geodetic and Real Property Affairs and Federal Ministry of Justice, with expected delivery date till end of July, 2024.

3.     Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” – July 2016, Revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.     Interested eligible Bidders may obtain further information from Federal Administration for Geodetic and Real Property Affairs Unit for Implementation of Real Estate Registration Project-Additional Financing, Sarajevo, Hamdije Kreševljakovića 96, Office No 4, Iva Vidović, email: iva.vidovic@fgu.com.ba and inspect the bidding document during office hours 08:00 to 16:00 at the address given below.

5.     The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150,00 BAM. The method of payment will be by payment order. The document will be sent by email or can be collected at the Federal Administration for Geodetic and Real Property Affairs premises in person or by an authorized representative.

6.     Bids must be delivered to the address below before 10:00 local time on 15.01.2024. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on January 15, 2024 10:00 a.m. local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

7.     All Bids must be accompanied by a Bid Security (Bank Guarantee).

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
