A high- level delegation from the World Bank headed by Mrs. Xiaoqing Yu, Division Director for the Western Balkans within the Europe and Central Asia region, Mr. Christopher Sheldon, Country Manager for Bosnia and Herzegovina, and associates from the local World Bank office, visited the Federal Geodetic Administration on March 28, 2025. On behalf of the Administration, the delegation was hosted by Director, Mr. Željko Obradović, Assistant Director and Head of GIVE Project Implementation Unit, Mr. Denis Tabučić, and Team leader of GIVE project Implementation Unit, Mrs. Samira Leskovac.
The meeting was an opportunity to exchange opinions on the cooperation so far, to consider the results achieved within the Real Estate Registration Project, and for the presentation of the plans and vision of the new Geospatial Infrastructure and Valuation Enhancement Project- GIVE.
During the meeting, the results achieved during multi-year implementation, which was operational in the Federation of Bosnia and Herzegovina from 2013 to 2014, with the financial and technical World Bank support, were particularly emphasized. The Real Estate Registration Project in the Federation of Bosnia and Herzegovina achieved more than planned goals, and all defined indicators- including five development and twenty two implementation indicators- were completely realized or even surpassed. One of the most important results is data harmonization between the cadastre and land registry in 489 cadastral municipalities, under the jurisdiction of 30 municipal courts and 59 self-government units. Through systematic activities, more than 917,000 cases were covered, and almost 1.7 million owners and co-owners successfully registered their rights.
The Real Estate Registration Project ensured significant financial savings as well: an independent study analysis shows that the average cost per case through a systematic approach was only 10.80 BAM, while the same procedure for an individual request exceeds 8OO BAM, which resulted with the estimated savings of 720 million BAM for all users, which confirms the exceptional financial efficiency of the project. In addition to economic effects, the RERP Project also brought important social and institutional benefits, such as increased legal security in real estate transactions, speeding up and simplifying building permits, strengthening of a real estate market, digital transformation of the land administration and public administration, reduced administrative pressure for citizens and legal entities.
During the meeting, plans were presented for the GIVE Project (Geospatial Infrastructure and Valuation Enhancement - GIVE) which is being implemented with the World Bank support an whose implementation is expected to start in April, 2025. The GIVE Project aims to improve the accuracy and availability of data on land administration in the Federation of Bosnia and Herzegovina, the modernization of the land administration via digitalization, harmonization and data standardization, ensuring more quality services for citizens and the business community.
The World Bank delegation expressed satisfaction with the cooperation so far, pointing out the Federal Administration for Geodetic and Real Property Affairs as an example of a functional and reliable institutional partner. Full support for the continuation of reform activities was also confirmed, as well as readiness for further joint initiatives in the spatial data management, sustainable land management and digital transformation of public administration.
