Position : Geospatial/SDI Specialist

Ref. number : BA-GIVE-96760-BA-FBiH-CS-INDV- D.3.1.1.5

Based on Loan no. 96760-BA between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, and for the implementation of the five-year Project for the improvement of geospatial infrastructure and real estate valuation (GIVE) in the Federation of Bosnia and Herzegovina, part of the loan funds is intended for the engagement of consulting services .The goal of the GIVE project is to improve the accuracy and accessibility of land administration information in the Federation of BiH. The project supports the development of geospatial infrastructure, enabling the harmonised collection , storage and accessibility of data via a digital platform in line with international standards and improving the real estate valuation system to foster transparency, efficiency and reliability in the real estate market. The project is managed by the Federal Administration for Geodetic and Property Affairs, and the GIVE Project Implementation Unit provides day-to-day operational and technical support to the implementation of the GIVE project.

data infrastructure expertwill p maintain design , development and operationalization of SDI/IPP framework in accordance with international standards as what is INSPIRE, work on standards metadata , models data and protocol interoperability , coordinate harmonization geospatial data between relevant source data and Registers . Consultant will support development methodology and integration guidelines​ data and control quality , work on development of e- services , to provide technical guidelines and coordination partner institutions , to ensure accessibility and usability data with respect privacy regulations​ and security data .

The Federal Administration for Geodetic and Property Legal Affairs, Unit for the Implementation of the GIVE Project, invites all qualified and interested candidates to express their interest in providing the above consulting services. An expert in geospatial and spatial data infrastructure must have the following qualifications, skills and experience:

a)       University degree in geodesy, geoinformatics, geography, computer science, information technology or another related field;

b)       A minimum of 2 years of work experience in performing and managing similar jobs;

c)       Ability and skill in coordinating and reporting on various activities;

d)       Knowledge of the laws of Bosnia and Herzegovina, practices and policies in the land administration sector is desirable;

e)       Excellent reporting, interpersonal and teamwork skills;

f)        Ability to design and implement strategies and methodologies;

g)       Experience working with international organizations, especially with World Bank procedures, is desirable;

h)       Good knowledge of SDI principles, geospatial data standards (e.g. INSPIRE, ISO 19115) and metadata management is desirable;

i)        Excellent knowledge and skills of working with MS Office applications;

j)        Knowledge of GIS software (e.g. ArcGIS, QGIS) and geospatial database systems (e.g. PostgreSQL/PostGIS) is desirable;

k)       Knowledge of e-services development and geospatial system integration is desirable;

l)        Knowledge of English, both oral and written;

m)     Possession of a valid driver's license is desirable.

Preference will be given to candidates with previous experience in the land administration sector and in the implementation of international projects.

The attention of interested parties is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016, last revised in September 2023, which set out the World Bank's policy on conflicts of interest.

The consultant will be selected in accordance with the method for selecting individual consultants set out in the World Bank's "Procurement Regulations for IPF Borrowers" published in July 2016, last revised in September 2023.
