Position: Building Registry and data capture Specialist

Based on Loan no. 96760-BA between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, and for the implementation of the five-year Project for the improvement of geospatial infrastructure and real estate valuation (GIVE) in the Federation of Bosnia and Herzegovina, part of the loan funds is intended for the engagement of consulting services .The aim of the GIVE project is to improve the accuracy and accessibility of land administration information in the Federation of Bosnia and Herzegovina. The project supports the development of geospatial infrastructure, enabling the harmonised collection , storage and accessibility of data via a digital platform in line with international standards and improving the real estate valuation system in order to foster transparency, efficiency and reliability in the real estate market. The project is managed by the Federal Administration for Geodetic and Property Affairs, and the Project Implementation Unit provides day-to-day operational and technical support for the implementation of the GIVE project.
The Building Register and Data Collection Specialist will support the development of specifications and standards for the Building Register, prepare technical documentation, manage field data collection and validation activities, collaborate with local government units and relevant stakeholders, support the definition of requirements for the integration of Building Register data with cadastral, land registry and spatial systems. The consultant will contribute to the creation of efficient data collection processes, valuation standards, methodologies and automated systems to ensure reliability and transparency.
The Federal Administration for Geodetic and Property Legal Affairs, Unit for the Implementation of the G IVE Project, invites all qualified and interested candidates to express their interest in providing the above consulting services. A building registry and data collection expert must have the following qualifications, skills and experience :
a) University degree in geodesy, geoinformatics, land administration, information technology or another related field;
b) A minimum of 2 years of work experience in performing and managing similar jobs;
c) Ability and skill in coordinating and reporting on various activities;
d) Knowledge of the laws of Bosnia and Herzegovina, practices and policies in the land administration sector is desirable;
e) Good knowledge of geospatial data management and field data collection methodology is desirable;
f) Knowledge of cadastral systems and property valuation processes is desirable;
g) Excellent reporting, interpersonal and teamwork skills;
h) Ability to design and implement strategies and methodologies;
i) Experience working with international organizations, especially with World Bank procedures, is desirable;
j) Excellent knowledge and skills of working with MS Office applications;
k) Knowledge of English, both oral and written;
l) Possession of a valid driver's license is desirable.
Preference will be given to candidates with previous experience in the land administration sector and in the implementation of international projects.

The consultant will be selected in accordance with the method for selecting individual consultants set out in the World Bank's "Procurement Regulations for IPF Borrowers" published in July 2016, last revised in September 2023.
