(Primary Procurement, Two-Envelope Bidding Process)

Procuring Agency: Federal Administration for Geodetic and Real Property Affairs

Country: Bosnia and Herzegovina

Name of Project: Geospatial Infrastructure and Valuation Enhancement Project (GIVE)

Framework Agreement Title: Harmonization data on cadastre

RFB Reference No.: A.4.1.1

Loan No.: 96760-BA

  1. Bosnia and Herzegovina has received financing from the World Bank toward the cost of the Geospatial Infrastructure and Valuation Enhancement Project (GIVE) and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreements (FAs) for Harmonization data on cadastre concluded through this RFB Primary Procurement process.
  2. The Procuring Agency is undertaking this Primary Procurement with the objective of concluding Framework Agreements (FAs). The Federal Administration for Geodetic and Real Property Affairs acts as the sole Employer under these Framework Agreements. Through this process, the Procuring Agency now invites sealed bids from eligible and qualified Bidders for the provision of non-consulting services for harmonization of cadastral and land registry data based on the new survey, with the aim of achieving the uniqueness, accuracy, and reliability of data on real estate and the associated property rights.
  3. The Framework Agreements to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreements is Federal Administration for Geodetic and Real Property Affairs.
  4. The Framework Agreements to be concluded will be Multi-Service Provider. This activity represents a core part of the ongoing cadastral harmonization process within the GIVE Project and is particularly important in areas characterized by intensive real estate transactions and significant economic development potential, where discrepancies between cadastral and land registry data are most pronounced.

The procurement under this RFB is designed as a Framework Agreement covering estimated quantities of harmonization services needed over the indicated implementation period. The Framework Agreement establishes the general terms, conditions, and unit rates applicable for future Call-off Contracts, under which specific assignments will be awarded and executed. The actual scope of work—defined by the geographical areas, cadastral municipalities, and volumes of data—will be specified and assigned to the selected Service Providers through individual Call-off Contracts issued during the validity of the Framework Agreement.

This approach ensures that the Employer maintains flexibility to allocate tasks based on operational priorities, project needs, and readiness of cadastral and land registry offices, while ensuring fair and transparent distribution of workload among the qualified Service Providers. Each Call-off Contract will include a clearly defined scope, timeframe, and deliverables, in line with the pricing and technical provisions set out in the Framework Agreement.

The activities and tasks expected to be performed under this Framework Agreement may include, but are not limited to, the following:

  • Handover of the data and documentation for the implementation of the task;
  • Development and adoption of the rehabilitation plan and its effectuation through the cadastral register;
  • Development of the property registration application sheets for the purposes of harmonization of the real property data between the cadastre and the land registry;
  • Development of XML documents for entry of the data from the property registration application sheets in the Land Registry Data Base (LRDB);
  • Development of the partition plans for the buildings in which at least one apartment unit is registered in the BDC and preparation of data on apartment units for transfer of data of the existing land registry into the LRDB based on the new survey;
  • Development of the XML documents for entry of data on apartment units in the LRDB.

The estimated timeframe for implementation of the aforementioned activities is approximately 180 days.

  1. The selection of a FA Service Provider to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Employers, to purchase Non-Consulting under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Service Provider will be awarded a Call-off Contract.
  2. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, revised February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
