The Federal Administration for Geodetic and Real Property Affairs informs the public and all interest parties that the Geospatial Infrastructure and Valuation Enhancement project has been officially declared effective by the World Bank on March 27, 2025.
The effectiveness of the project was declared after all domestic procedures at the state and federal level were successfully implemented. Loan Agreement No. 96760-BA, concluded between Bosnia and Herzegovina and International Bank for Reconstruction and Development- IBRD on August 29, 2024, was ratified on December 12, 2024 and published in the „Official Gazette of BiH“, No. 1/25- International Agreements. The Subsidiary Agreement between Bosnia and Herzegovina and Federation of Bosnia and Herzegovina was concluded on March 4, 2025, and the Project Agreement between the Federation of BiH and the World Bank was signed on February 25, 2025.
The Geospatial Infrastructure and Valuation Enhancement – GIVE project, financed by the IBRD, has a total value of 23.1 million euros, and will be implemented until January 31, 2030. Project is managed by the Federal Administration for Geodetic and Real Property Affairs through the Sector for management of public investment program and the Project Implementation Unit.
Geospatial Infrastructure and Valuation Enhancement Project aims to improve the accuracy and availability of information on land administration in the Federation of Bosnia and Herzegovina. The GIVE project will contribute to the modernization of the land administration through digitization, harmonization and standardization of data, ensuring better services for citizens and the business community.
Project components:
Component A: Support to the Establishment of Spatial Data Infrastructure (SDI FBiH)
This component includes activities such as the development of standards, digitalization and harmonization of spatial data, establishment of an SDI center and digital platform, as well as continuation of data harmonization for additional 150 cadastral municipalities.
Component B: Building Register Development
This component includes the Building Register establishment through the development of methodology for data collecting and processing, field data collection, the establishment of an IT system for managing the Building Register, and phase expansion of the registry for at least 40 local self-government units.
Component C: Real Estate Valuation
This component implies the establishment of a functional mass valuation system, improvement of the Sales Price Register, the development of standards and methodologies for valuation, and the establishment of the information portal with advanced tools.
Component D: Capacity Building and Project Management
This component is focused on the training for professional staff, development of technical guidelines and legal acts, institutional coordination, as well as the implementation of information and educational campaigns about the significance of this project.
The project effectiveness marks the formal start of the project implementation, which will improve transparency, efficiency and digital transformation of the land administration sector in the Federation of Bosnia and Herzegovina. Project activities will directly contribute to the quality of spatial data, development of the real estate market, support a better fiscal policy, and facilitate decision-making based on accurate, up-to-date and integrated spatial information.
