Adopted Implementation rules for filling the SDI FBIH registers and Implementation rules for SDI FBIH metadata

The Council of Spatial Data Infrastructure of the Federation of Bosnia and Herzegovina at its regular 42nd session held in Sarajevo on September 4, 2024, adopted the Implementation Rules for filling the SDI FBiH registers and the Implementation Rules for SDI FBiH metadata.

The adoption of the Law on Spatial Data Infrastructure of the Federation of Bosnia and Herzegovina ("Official Gazette of the FBIH", No 55/21) created the prerequisites and the need for creating by-laws that are adopted by the SDI FBiH Council on the proposal of the Coordination Body. The legal basis for the adoption of the Implementation Rules are Article 12, 13 and Article 14 of the SDI FBiH Law, which provide the adoption of implementation rules that will define metadata and technical conditions for interoperability, harmonization and sharing of spatial data sources.

The Implementation rules regulate the procedure for entering data into the Spatial Data Infrastructure Registers. The technical part of the implementation, detailed instructions and clarifications are contained in the Instructions for filling in the Register of Entities and Register of SDI Sources, which are also adopted by the SDI FBiH Council.

The Implementation Rules for SDI FBiH metadata prescribe the criteria, norms and method according to which metadata of the SDI FBIH subjects is documented and exchanged, and also include Instructions for filling the SDI FBiH Metadata Catalogue, Metadata Profile, Specification for SDI FBiH Metadata and Dictionary for SDI FBiH Metadata.

By adopting these by-laws, the subjects of the SDI FBiH, the Coordination Body, as well as the spatial data users achieving significant advantages. For the SDI FBiH entities, these rules provide clear guidelines on how to consistently enter data into registers, thus ensuring standardization and quality of data throughout the Federation. The Coordination body is enabled to coordinate and supervise data entry more efficiently, as well as manage registers and metadata more easily. Data users, on the other hand, gain access to better organized and reliable spatial data. The Implementation Rules strengthen the interoperability and harmonization of data, facilitating their sharing and use between different institutions.

These rules will be published in the Official gazettes of the FBiH and on the SDI FBiH official website, which will ensure transparency and accessibility to all interested parties.
